The New Zealand Government has a website where you can access all the Acts, Bills and Regulations.
To get to the Education Act, click on 'Browse' beside the Acts. At the next screen, the first section is "Title". Change the letter beside 'View titles of currents Acts beginning with" to "E" and click the 'Browse now" button.
Lead ECE has a list of the legislation requirements when establishing a centre.
